Did someone forget to pay the utility bills?

Within the last week:

Friday- No Water in the afternoon
Saturday- No Water in the afternoon
Sunday- No Water in the afternoon/evening
Monday- No Water in the morning and evening. No power in the afternoon and evening. Since there was no water, a swim in the ocean served as a bath.
Tuesday- No Water in the afternoon and evening. No power in the afternoon and some of the evening. What to do about a bath?

And yes, I did pay my utility bills! And yes, the weather is fine. There is no wind, nor blizzard.
